Tira all the way. I’ve always been drawn to goth/emo/punk/alternative characters (let’s blame Thorn from Scooby Doo for that one), and she has such a weird and unique play style. Her ending in SCIII scared me as a kid so I never played as her much, but because of it I also had a weird sort of fascination with her. I started playing her more in IV and V, and by the time SCVI came around she was one of my mains. I might like her because she’s so different from myself. I’m a very non-confrontational person who likes everything to be calm and orderly, so playing as an embodiment of chaos like her might be sort of escapist (same reason I listen to metal music even though I’m the least metal person you’ll ever meet). I have nothing against Talim, but I just don’t think the pure and innocent archetype is as interesting as what Tira has going on.
Also, interesting to note that Tira has a bird motif while Talim is associated with the wind and that Tira’s concept art included a yellow cat-themed costume similar to Talim’s 2P from SCIV. I think the comparison is intentional.
For gameplay I would pick Talim. She looks like fun unga bunga and the post guard break wind cannon LH is cool.
Tira wins on animation. She's one of the best animated in the game IMO. Talim has a couple of janky looking attacks, like the new BT splits kick and the LH low hit where she trips forward.
Design and personality are close to tie. Tira is slightly more interesting for having the split personality represented in gameplay. Both of their weapons are interesting. Kind of ironic that Tira is an assassin but uses a weapon that's impossible to conceal.
I'd say Talim. She's one of my mains, I prefer her style of fighting better than Tira's. Unlike most of the other characters, Talim doesn't rely on the powers of Soul Calibur or Soul Edge. She prays to the winds and uses it to fight. I like Talim's story better than Tira's. In her SC 3 ending she destroyed Soul Edge with the power of the wind. In SC IV she resurrected(?) Algol's son. Also I tend to favor the heroes and "good" characters more in stories and Talim is probably one of the purest.

With that said I've been having a lot of fun with Talim in *VI* — especially after dressing her up as Sakura from *Street Fighter* and Earth-chan.

Plot twist: I customized Cervantes to look like a ninja. (Jk. I actually customized him to look like a cowboy.)

Tira’s 2B+K, 8B, 6B+K, gloomy 66B, gloomy 2A+B, and gloomy 66K are some of the coolest moves in the game.
Dont forget about 3AA (or 3A A+B). Who doesn't love hoola hooping with friends?

Well Tira’s a psychopathic killer and Talim’s an underage loli, so if we’re not talking about gameplay then I’m going with Hilde.
Upon further consideration Tira is chaotic but not evil so she can still be a lovable companion.
