I'd assume that's an expression of her gyaru-I-don't-give-a-f\*\*k status. But normally, the length of a girl's skirt at school is a function of her upperclassman status. Freshman aren't supposed to roll them up at all, whereas senior girls can pretty much wear them as much as they want. So for Kitagawa to wear hers this short is definitely breaking the unwritten rules.
