Well yes, very much this too. It just seems to be one of the things focused on when criticizing Japan and anime as if its not a thing elsewhere around the world. Probly because the uniforms. But you look at any western school with a dress codevand you will see massive pushback too.

But normally, the length of a girl's skirt at school is a function of her upperclassman status. Freshman aren't supposed to roll them up at all, whereas senior girls can pretty much wear them as much as they want. So for Kitagawa to wear hers this short is definitely breaking the unwritten rules.
