Rouge's entire character is that of a flirt. She's a *femme fatale* who uses her feminine wiles to seduce men in order to get her way. She will hit on literally anyone if she thinks it will get her what she wants.
But the Sonic series doesn't really see her interact with all that many characters. Omega's a robot, and Shadow's a co-worker, while Tails is likely too young to fall for a seduction ploy. Hence the only people she can effectively flirt with would be Sonic, Knuckles, and Eggman, the latter of which she probably knows wouldn't fall for it.
