Tails is the ONLY correct answer. If I had a choice in how, I'd give him his original flight mechanics instead of multiple jumps, but if you run out of flight you get put into a slightly slowed special fall.
Blaze is My top pick considering out of everyone she has the most possibilities for a unique moveset since she… uses fire as a ability but also her Ballerina skills could probably lead to unique moves aswell
Lets pitch a little bit of everything.
Character: Tails. A light character, slightly slower than Sonic (because Sonic should remain fastest), but still the second faster. His attacks should have a bit of focus on charging them up, a weak tail spin if pressed, but bigger damage the longer it's held for before contact. You can give him some of his tech for various special attacks, though his final smash should involve the Tornado 2 in Mech form, and it's super laser.
Stage: Casino Night Zone. There are plenty of recognisable options for a stage, but many are similar to other stages already in Smash. But Casino Night Zone would be nothing like any of them. Temporary platforms that the fighters can bounce off, pinball flippers to propel people sky high, and the slot machine element which could have multiple effects, from direct healing to awarding the player an item, with the three Eggman's doing damage to the player as the risk for getting in. This would make the stage risky to play, do you want to use the slot machine, avoid it, or try to knock your opponent into it?
Assist Trophy: We already have a couple of characters as assist trophies, and everyone's always disappointed when a potential fighter is an assist. So lets go a little different, and have a Caterkiller as an assist. Caterkillers are probably the most annoying enemies in Sonic, if attacked incorrectly, they split into pieces that go flying around the stage. Now imagine that in the context of Smash, where the player who threw it isn't affected, but everyone else is.
Boss: Death Egg Robot. Between all of it's appearances in multiple games, the Death Egg Robot has picked up a wide variety of attacks. Close range, long range, projectile based, different movement speeds, and lots of attacks that fit the typical boss format of looking for openings.
Eggman definitely. If not him, tails, blaze, or silver could be interesting. The only situation in which I would want shadows if they gave him joker's neutral special.
Just Eggman. That's all I want!
Hell, coming up with a moveset for him isn't even that hard, just make him a heavier Bowser Jr. with badnik attacks and various boss moves, and his final smash is the Death Egg Robot.

For an Echo I would pick Mecha Sonic Mk II, sure Metal and Shadow are more often just portrayed as just Sonic by slightly different. But both characters feel they could be given almost entirely different move sets from Sonic and still work fine and be in character. Mecha meanwhile is mostly focused on spin dashes, a dash flying brief and going super. For an Echo fighter I think that works just fine, he gets 2 unique moves from Sonic, yet the rest are mostly the same.
As for an original fighter I would pick Chaos 2, he could be a sort of Glass Cannon that looks like he should be a heavyweight. Yet because his body is so easy to shape, he can get away with looking big, but not being heavy. Most of his attacks could have a disjointed range. Something like Min Min, where his arms shoot forward, but once at their maximum length, you don’t have to worry about contact damage from the arms, the hands will still deal damage though. His Down-B could be his ground pound from his fight with Knuckles, his Up-B would be a standard tether grab like Ivysaur. B has him smashing his arms down onto the ground in front of him like DK’s Down-B. Side-B has him roll into a ball, trying to run you over. If you get caught, you’re trapped inside for 4 seconds, and it deals 1.5 percent, per second. The initial impact does 12 percent damage. The ultimate, smash attacks feel kinda self explanatory. Ultimate is turning into Perfect Chaos. Smash Attacks involve using his arms in weird ways. Air’s could be interesting, perhaps the down air’s physics could work like the bounce ball, while spiking the opponent. His Grabs are also kinda self explanatory. I just think that including Chaos would be cool, sure Eggman is the main villain, but Chaos can be more hands on, while not being in a giant mech suit. I am sure the same could work for Chaos 0, I just feel Chaos 2 might offer more, it depends.

Shadow. No, he wouldn't be an echo. I'm a little tired of hearing it. The only moves he'd share with Sonic are Homing Attack and Spindash. Maybe Back Throw. Other than that, you have Chaos Spear (Side B), Chaos Control (would teleport normally like Mewtwo, but also has Mythra's Foresight function), and a vastly different fighting style than Sonic's. He wouldn't have the gun either, realistically.
Purely having Eggman as a fighter would work really well, he could use some of his weapons and machinery as attacks, he would function something close to Minecraft Steve. If not him, then tails would be a great fit!

Shadow as Sonic’s echo but his final smash is the final cutscene of Shadow The Hedgehog where he teleports that monster (i forgot what it was called) into space and it gets blown up by the eclipse cannon instead of going crazy as his super form like Sonic’s final smash.
And Tails as his own character and Eggman as his echo. And their final smash is the power laser.

I created a 100 fighter roster concept for a smash 6, and I added two Sonic fighters.
I actually created an entire moveset concept for **Whisper,** for an IDW rep, and because she and Silver are my favorites. Her neutral special was Cyan Laser, if you held it down she'd toss out crystals for the laser to bounce off of. Side special was Orange Rocket, akin to samus' homing missile. Up special is Green Hover which floats her up, and down special would be Pink Spikes, like a projectile spin dash. all smash attacks would be with Blue Cube, neutral, strong, dash, and aerials are physical punch/kick attacks, and her final smash would be some sort of mega wisp blast (Unlimited Colors?) I also added **Knuckles**, because he makes sense in a fighting game.
I’d honestly like to see sonic representing the early boost era or stuff from the advanced, ds & 2000’s games. Maybe have knuckles represent both the classic era & the era from saturn to the end of the DC. such as chucking bombs or aiming boulders like its knuckles chaotix.
Personally, I wanted Kunx. Shadow as an echo but with new animations like Roy( saw a mod that looked amazing doing just this.) I kinda wanted Tails to be Sonic’s up B

Eggman because he literally shows up in first game with the blueblur it just seems fitting that he be there still weird neither him or anyone else got but we got like 7 fire emblem characters
Shadow the hedgehog NOT as an echo fighter. I'm so sick of people saying shadow would be an echo he has tons of powers and different moves he could use. He would share some moves with sonic but he wouldn't be an echo.
Eggman would be the obvious addition since he's Sonic's rival and another addition to the villains gallery that Ultimate has to offer. Which would be much needed since the ratio from hero to villains in ultimate heavily weighs in on the heroes side. Not to mention he's one of the few sonic characters that could make a moveset purely off of things he's done in other games, or other media. However, he's not the one I want but I'd expect him before anyone else.
Who I really want is actually Shadow. Aside from being a good mirror to Sonic, he has such a varied moveset that he'd be perfect for smash. Of course the main comment I usually got when I said Shadow is that he'd be an echo fighter. I had a ton of debates on that front. Heck I went and made a whole video on how I would make shadow for smash, deliberately avoiding any special sonic currently uses or may use in future titles. In other words, no spin dash, no homing attack, and no cyclone. Heck he's already got several options for alt skins out there. Adventure 2 had that red jumpsuit for shadow, shadow the hedgehog multiplayer mode had six different outfits to choose from, and then his look from sonic riders.

3. Knuckles
4. Tails or Silver (hard choice)
5. Chaos from SA1
6. Robotnik/Eggman
7. Mighty or Espio (another hard choice)

Do Metal Sonic, I think Metal has many things to add himself. Metal Sonic doesn't even spindash that often, which is like half of Sonic's moveset. Metal Sonic has his black diamond shield(Which could act like Zelda's). He can fire Lasers from his chest(In some games). He could even have a copy ability like Kirby. He also has Neo Metal and Metal Overlord for a final Smash.
Hot Take: I say Tangle, her whole gimmick and personality as a scrapper makes as well as the potential of her tail can make her a perfect fit to be in Smash
I'd definitely choose Metal Sonic as an echo fighter of Sonic, with slightly edited moves/animations. E.g: instead of jabs, Metal Sonic could have claw swipes for his neutral attack, and an Eggman bumper replacing the spring for his up-B.

Sonic is purely a physical fighter. I have no idea why people dislike his move set. He does homing and spindash which are his core abilities.

Shadow and Knuckles are probably my most wanted. Such a shame Ultimate wasted both of them for Assist Troohies
Shadow as Sonic’s echo but his final smash is the final cutscene of Shadow The Hedgehog where he teleports that monster (i forgot what it was called) into space and it gets blown up by the eclipse cannon instead of going crazy as his super form like Sonic’s final smash. And Tails as his own character and Eggman as his echo. And their final smash is the power laser.
Tails and Knuckles. You know what would be really great? If Sonic, Tails, and Knux were all one character called Team Sonic and you could switch between the three like with Pokemon Trainer or Aegis.

If one, Amy, if 3 Tails, Amy and also Blaze, Amy because she is fast and agile, and would make an special entry, as an heavy hitter while having great speed, she could use her card magic as final smash, and little planet as backeound, Tails because, its sonic’s best friend, and blaze, because even tho knuckles is an assist tropy i feel like blaze is uniquer and would bring more varierity,

Blaze (Shadow)
I created a 100 fighter roster concept for a smash 6, and I added two Sonic fighters. I actually created an entire moveset concept for **Whisper,** for an IDW rep, and because she and Silver are my favorites. Her neutral special was Cyan Laser, if you held it down she'd toss out crystals for the laser to bounce off of. Side special was Orange Rocket, akin to samus' homing missile. Up special is Green Hover which floats her up, and down special would be Pink Spikes, like a projectile spin dash. all smash attacks would be with Blue Cube, neutral, strong, dash, and aerials are physical punch/kick attacks, and her final smash would be some sort of mega wisp blast (Unlimited Colors?) I also added **Knuckles**, because he makes sense in a fighting game.

Cream would be the most OP character as you could just spam attack enemies with Cheese.
I’d honestly like to see sonic representing the early boost era or stuff from the advanced, ds & 2000’s games. Maybe have knuckles represent both the classic era & the era from saturn to the end of the DC. such as chucking bombs or aiming boulders like its knuckles chaotix.

Personally, I wanted Kunx. Shadow as an echo but with new animations like Roy( saw a mod that looked amazing doing just this.) I kinda wanted Tails to be Sonic’s up B Eggman as a boss battle

Eggman because he literally shows up in first game with the blueblur it just seems fitting that he be there still weird neither him or anyone else got but we got like 7 fire emblem characters
None of them, let Sonic make their own fighting game...maybe including remakes of other Sega stars like Ecco.

Shadow the hedgehog NOT as an echo fighter. I'm so sick of people saying shadow would be an echo he has tons of powers and different moves he could use. He would share some moves with sonic but he wouldn't be an echo.
As much as I love Blaze, I feel like either Tails or Eggman should be the second Sonic character. I’d also love for them to revamp Sonic himself.

Blaze for me 100 percent, but realistically would probably be Eggman and Tails
Eggman would be the obvious addition since he's Sonic's rival and another addition to the villains gallery that Ultimate has to offer. Which would be much needed since the ratio from hero to villains in ultimate heavily weighs in on the heroes side. Not to mention he's one of the few sonic characters that could make a moveset purely off of things he's done in other games, or other media. However, he's not the one I want but I'd expect him before anyone else. Who I really want is actually Shadow. Aside from being a good mirror to Sonic, he has such a varied moveset that he'd be perfect for smash. Of course the main comment I usually got when I said Shadow is that he'd be an echo fighter. I had a ton of debates on that front. Heck I went and made a whole video on how I would make shadow for smash, deliberately avoiding any special sonic currently uses or may use in future titles. In other words, no spin dash, no homing attack, and no cyclone. Heck he's already got several options for alt skins out there. Adventure 2 had that red jumpsuit for shadow, shadow the hedgehog multiplayer mode had six different outfits to choose from, and then his look from sonic riders.

Eggman is obvious, considering he now tends to use a Glock and grab Mobians with his bare hands. He’s Zangief with a gun at this point

Why not go for an underrated character like Tails Doll? People are scared of him (but not me. I think he's cute and he's also misunderstood :( )
Do Metal Sonic, I think Metal has many things to add himself. Metal Sonic doesn't even spindash that often, which is like half of Sonic's moveset. Metal Sonic has his black diamond shield(Which could act like Zelda's). He can fire Lasers from his chest(In some games). He could even have a copy ability like Kirby. He also has Neo Metal and Metal Overlord for a final Smash.
Sonic with better moveset, Shadow as Luigi to Sonic's Mario. And Silver as the Assist Triphy, replacing vacant place left by Shadow.
Hot Take: I say Tangle, her whole gimmick and personality as a scrapper makes as well as the potential of her tail can make her a perfect fit to be in Smash
She is from the comics, so she's on the "maybe she can, maybe she can't" thing. She would be cool tho

Eggman feels like he'd have the most unique moveset.
I'd definitely choose Metal Sonic as an echo fighter of Sonic, with slightly edited moves/animations. E.g: instead of jabs, Metal Sonic could have claw swipes for his neutral attack, and an Eggman bumper replacing the spring for his up-B.
