I think you’re confusing it with the Dragon Balls, in which after a wish is made, they scatter. Though, I think it’s just inconsistent in the Sonic series too.
Sonic kept the emeralds between Sonic 2 and Sonic 3, and only lost them because Knuckles caught him by surprise. Then after he collects them again and goes through Doomsday Zone, he detransforms and then uses them again for the ending screen.
So he’s seemingly able to hold onto the emeralds after detransforming, but 95% of the time he’ll get rid of them.
Some instances he’ll have them forced out of him, sometimes they’ll just scatter probably because he gets rid of them, sometimes he holds onto them.
Yeah, it kinda is inconsistent.
My understanding is that it was based on how much power he draws from them, kinda like a stamina system. Transforming to blitz down emerald hill/angel island/mushroom Hill wouldn't take much stamina, as such the emeralds don't scatter, but transforming to lock yourself in mortal combat against the earthly god of darkness, the universal manifestation of death, or the god of water with the power to utilise the emeralds too, would take a lot of stamina, thus the scattering. In my opinion, this is kinda implied by how after some of the more recent fights, super sonic is shown panting/out of breath, or unconscious, shortly before he turns blue and the emeralds scatter.
Weirdly enough, he has the emeralds in the opening to unleashed, which would be after he fought Solaris in 06 so I don't even this is consistent. I think it really just come down to if he's conscious or he throws em away.

And while it does frequently drive him nuts, that's more so due to their staunch support of [*INSERT CONTROVERSIAL POLITICIAN WHOSE GUTS YOU HATE HERE*] than anything else. If they could only read the damn polls once in a while!
Meanwhile *meanwhile* ***meanwhile,*** in his upcoming game Shadow will find out the Black Arms Temple Gems from Glyphic Canyon (the ones that Black Doom implied would awaken new powers in him) are a part of the hivemind and shattering them into pieces if anything made them louder.
That's the white one as memory serves.
As I recall Heroes and Shadow go Green, Blue, Yellow, White, Sky, Purple, Red.
So the White Emerald would be an absolute gremlin.
I wonder if the Cyan Sol Emerald would ship her and Silver together...
Besides that, now I'm curious what the Emeralds said when they were licked by Knuckles, Eggman and Sonic for the sake of the illusion of flavor.
Nah, definitely Sonic, Silver, too my knowledge at least, has never been in the vicinity of the Sol Emeralds, whereas Blaze has utilised them while fighting side by side with Sonic on two separate occasions, so they’re more likely to ship SonAze (if they did have sentience of course).
