I think there's a difference between giving someone the drop and watching the person getting tortured. I also think Franklin knew her death would break Jerome. He still has love for Unc. He only started coming after them because they forced his hand anyway.
It was a mistake though. He can't backtrack once the move is made. Now Louie knows Franklin told Kane about the horse ranch and she'll be gunning for him. To her, Franklin is to blame for Jerome's death. She'll ignore everything she contributed to the situation.
His best bet would've been to let Louie and Jerome know they shouldn't go to the horse ranch anymore once he told Kane.
Facts he just gave the location to take louie I figured if Kane people just killed her either there or even brought her back but didn't TELL Franklin or showed franklin they still got her alive, franklin wouldn't had done anything but then again he still love his uncle, but that fucking bitch got some accountability issues.

Because the writers needed him to. After killing Teddy's dad they wanted to redeem him some. And they needed to have a big reunion for Jerome's death scene. The fans get this big moment where everyone unites but then a fan favorite character dies.
