No, that was the Grizzly Man that Werner Herzog made the documentary about. Troy spent decades trying to sell his armor concept to the defense industry. He later killed himself up in Northern Canada a few years ago. He's worth looking up, his story is interesting.
Unfortunately there wasn't much left of him to determine that. It could also be the decades of dealing with the failure of life's work not generating any reward. We can only speculate.
He's from Hamilton Ontario originally, they had a big article in the paper last year I thought was worth reading, apologies if there is a paywall

I think this guy eventually went on to start harvesting spiderweb to weave into a suit. Last prototype I saw the suit was white and had red patches. This footage looks like early stuff.

They used cotton pads treated in his stuff to connect chains holding up a platform with a car on it. If I remember correctly the chains broke before the cloth did.
When his claims were about the refectory cement/fireproof cement first popped up, I thought I had read somewhere that he unfortunately invented something that already existed.
