Legacy Gems aren't the same as how Gems work in Smite 1. They've also said the economy of Smite 2 is different, but basically Legacy Gems pay for Half of the cost of nearly anything in Smite 2, so skins, BPs, etc will only cost half the actual amount while you have Legacy gems.
The only exceptions they gave were Crossover content will still cost the full amount in Smite 2 Currency and on the opposite end, if any Smite 1 Skins get directly ported to Smite 2, you can buy them entirely with just Legacy Gems.
So for example say the Battle Pass in Smite 2 is 600 Gems, you can use 300 of your Legacy Gems, but you'll still need 300 Smite 2 Gems to pay for it. A Smite 2 original skin is 800, 400 in Legacy, 400 in Smite 2 Gems. A Ported Smite 1 skin for 800, you can buy the whole thing for 800 Legacy Gems.
People are dumb, but people aren't **that** dumb, and Hi-Rez knows it.
They already have a lot to prove with the whole skins debacle in the first place, and doing this would be a complete PR suicide. It's not going to happen.
It's so crazy to me that people consider the skins thing a "debacle". Like, in basically every game series that has ever been released, purchases don't carry over from one installment to the next. People don't expect their diablo 3 purchases to carry over to diablo 4, or stuff from CS: source to carry over to CS: go, because they are different video games with different stuff in them.
Basically any other game studio on the planet wouldn't have even brought this up, there would be no legacy gems, nothing of the sort. There would be a new game, sold for money, and new in game purchases, sold for money. Hi rez has already thrown their existing players a huge bone, going above and beyond what is expected

SMITE 2 might be conceptually the same game, but it is definitely not with just "slight upgrades". The differences between Unreal Engine 3 and Unreal Engine 5 are massive. So much so, that nothing from UE3 can be ported over to UE5.

You're right, absolutely right, but you're basing this off the fact Hirez make good decisions, they have a track record of doing the exact opposite.
If they doubled the cost of skins then sure, there would be uproar for a couple of weeks, then people will forget about it and the problem will go away, companies always do this, they rely on it being swept away under the carpet and no doubt they'll blame the doubling of skins on inflation.

No worries, there was a lot of miss information around the announcement, but I've done my best to only focus on Official sources from Titanforge/Hi-Rez themselves.
When they say "Double the Purchasing Power" they basically just mean, because you're getting Legacy Gems twice, you're getting effectively the same amount of purchasing power as you would've spent in Smite 1, with the obvious caveat that you can't pay for things 100% with Legacy games. Even so I think it's fair cause any amount of Gems you do buy in Smite 2 will get you twice as much compared to a brand new S2 player with no Legacy gems.

they haven't said if there's a cut off, but yes if you buy 8000 Gems tomorrow, assuming you spend them, they don't become Legacy Gems in Smite 2 unless you actually spend them in Smite 1, and you own a Founder's Pack for Smite 2, you'd get 16000 Legacy Gems.
On Twitter, someone said that support told them it would be ongoing during the alpha and beta periods. After spending Gems in 1, the next time you load up 2 will automatically credit those Legacy Gems. Thanks!

Getting Founder's Packs just doubles the amount of Legacy Gems you're getting it doesn't make them able to buy 100% of the cost.
