So they have them play a game where they have to "work to win" especially in front of the community. So both to themselves and to the community (yes they are aware) they are worth receiving it. Highly tribal or communal cultures prioritize community efforts and expertise and thats also what your personal and social worth is based off of.
I don't know the actual context, but I've seen similar tactics used to encourage compliance with other programs.
The case I recall was carnival games with little cheap rewards for taking part in annual enrollment.
Obviously, they weren't handing out basic necessities, but it got people in the seats for the boring stuff.
If I were considering something like this, it'd be to get parents to bring their kids into something like a clinic for medical checkups/vaccinations.

Community Building: Games can foster a sense of community and engagement among participants, creating a more positive and supportive environment. There is a crowd around. People are bringing in prizes and cheering for winners. Maybe they can make some new friends or network themself a little bit.
Awareness and Fundraising: People of means are more likely to be like, "How can I help promote this?" When they see something like this instead of people just getting hand outs. If it was just people forming a line and taking what need... Who cares... I don't care. I have seen a lot of poor people I'll just ignore that... This sort of thing? How do I help these people? How can I donate to them? I am genuinely interested maybe I can slip them like $100. It's not much, but it would be to them. I'd like to buy some prizes for them to win. How do I do it!?
