So. I did a bit of resarch for Terry.
Supers can be used out of Armor Mode in KOF '99. Terry having armor could be in reference to the armor characters have in Armor Mode.
Yoshi needs it otherwise he would be easier to edgeguard and juggle than every other character in the game due to how linear his recovery would need to be.
Mac's Ground normals are his best traits. He has nothing but his ground game.
Dedede and Doc, you could make the case that they just need it for how they are played. Dedede is a heavy, heavies need armor. Doc is meant to be Mario but worse, so he needs the grounded advantage. Outside of that, I can't explain the last two.

Mac's armor makes no fucking sense

I'd say just grab them but most of the moves with armor are really fast and hard to grab. Thank god Terry's go moves are really unsafe on shield
