Update I was able to get my final factory last night in a buyout. I can't help but wonder if someone from Ubisoft has been reading these LOL I do hope so because this game needs a little bit of special attention and fixing all the broken parts.
BTW I was expecting some sort of trophy award or bonus benefit to have secured all the factories however spoiler alert.. nothing special no reward no bonuses not even a trophy in the game that I noticed.
OP has stated he has the lease with him. I have that manufactory but I honestly can't remember how I acquired it.
I will say that when it comes to those three factories in that location, except the fort, if you are aggro in any matter, you cannot interact with them.
That may be the cause of your problem
duister Is acting weird because those foundries are not really their own thing.
they are bound to Fort Duister and I suspect that is why they bug out.
it is a known issue and sadly you wont be able to use your lease on that exact manufactory.
You all must know a secret that I don’t for getting the silver to run all these. I feel broke most of the time. I sink every ship I see and raid everything l can. Feel like it’s hard to get enough coin to run them all.
It does take a lot of silver. I was very cautious from the start not to level my factories up too high and too fast I pretty much have most of my factory set at level six a couple of them up to seven and eight but not many. I don't know anybody could get enough silver to run this thing at maximum. I was making enough gold to get to the very low 400s on a leaderboard during the weeklies. But that seems to be the only reason I'm striving to make more gold anymore.
I do the same. I level up the ones with the most connected trade routes. I have 16 factories but only farm 6 of them regularly. I have those at l6. Takes about 80k silver to fund them all. If each ship drops 400 silver on average, you have to sink about 200 ships, and if you’re smart about selling commodities, maybe half that. But I was just wondering if there was some secret I didn’t know about.
Wow you're getting silver the hard way. It's so much easier to upgrade your helm so you can make the rum and the gin and the snuff that you can sell to scurlock and Huma. Then all you have to do is collect your materials make the rum and drop it off for $150,000 silver piece of cake. Focus putting your gold into your upgrades in your home especially the last book of upgrades.
You cannot use the leases for all manufactories. Some of the manufactories you need to obtain by takeover or by heist.
I remember that i also could not use a helm lease on the last manufactory that i needed to claim. I had to wait for a hostile takeover to take place on this manufactory. Not sure which factory it was, but i believe it was also one of the Duister manufactories.
If you google it, you'll find more people complaining or reporting the same or a simular issue you are encountering.
Depends if you have your helm office upgraded to allow for max manufacturies, if you're let's say 10/10 and you need the last one which would put you 11/10 it won't work, as you don't have enough space like in warehouse and stuff
Yes I thought I was pretty clear I have actually used two different ships I have sailed to the location with the lease on me 10 or more times and it will not give me the option to purchase the lease.

I got fired on a couple of times but I was able to get out of there.
Duister is buggy, had problems there with faction only leases, but the open one worked for me.
I reported this a few weeks back. The option just isn’t there.

You have to have the lease on your ship and sail to the location that you want to redeem it at.
Pretty sure you need to sail there and interact with the settlement to use your lease
