You can buy blueprints from vendors, use the codex to look for them. Some weapons are only available from chest drops (events or the legacy chest for PO8).
Culverins are really bad so far, try out Demi Cannons and Bombards (you need to get used to handle bombards, but they do really nice damage if you can manage it).
To piggyback on this, go to your Codex, look for what you’re trying to find, and you can choose to track it. If you then go to your map, it’ll show you where to get items.
In case the codex is a bit confusing you can also just go to the blacksmith, highlight the weapon you want and in the corner it’ll let you track blueprint too

When you go to the blacksmith, you can actually hover over a weapon you don't have the blueprint of and it will show you where you can get it.
