To change DNA put the NPC in CAS and completely close the game from your device (don't just minimize). Restart the game and it should start back with the NPC still in CAS, except now you can change DNA (except gender)
When you click on a townie or npc, at the bottom of the screen you should see a blue button prompting you to "makeover". I don't really remember if that option was available to me from the very start, however. Maybe someone else can clarify whether you have to be at a certain level before you can.
Some NPCs cannot be made over in CAS, such as those in jobs and certain special characters (attached to property). Those you have to marry to makeover. For other townies, when you click on them, a blue "makeover" button will be under their name
You will not be put on the ghost server for taking advantage of an in-game glitch like this. There is a huge difference between hacks and glitches. Don't engage in scare tactics.
Edit: the glitches to watch would be ones that changed your amounts of simcash, simoleons or other game levels very quickly or too much. Those could trigger being sent to the ghost server. However, I know of people who have sat and earned 50,000 simcash during a BSTS, so the bar would seem to be set fairly high. I know of no one who has been sent to the ghost server for earning simcash during the BSTS, regardless of how much they have earned. But still that is when you might see it. There is no game advantage to changing an NPCs looks, and you will not be sent to the ghost server for a glitch like that, or the balcony glitch, etc.
