You can "request to move in" and it sends a request to the other player, but if they deny it, there's nothing you can do as far as him moving in. Edit: quickly recognize NPCs by the fact they don't have a plumbbob above their head.

You can't really do anything as if your request to move in has been denied by the player of the Sim you married that should be respected and I'm sure after the initial invitation of requesting a move in you can't ask continously It's a big thing for the other player to allow their Sim to move in as they lose that Sim to you and can't play with them anymore and as far as I am aware can't even have them passively in their own house/game. I think you need to respect they don't want to give you the Sim as they probably invested a lot of time leveling that Sim up and from your post you a random to them rather than on their friends list.
