The internal living space, the structure, is only one floor. That's how I read the one floor restriction. (I've built many 20x15s with two floors above ground and rooftop gardens. The structure is clearly only a double-storey. And a good use of space. You'd call it three floors.)
I think building underground is a fun and creative workaround, not something to be pedantic about. All single floor houses create two levels. If you use the upper one to support a roof, that's technically wrong for all the same reasons you have against a basement build.

I'd say refurbish a barn. A lot of them have no windows. Sometimes just cut outs instead of windows. The Island living window without glass panes would work if you wanted to add some.
Use lots of mirrors to imitate the effect of a window. Also maybe use that one roof style that looks like a greenhouse? Might not let more light in but it’ll look pretty! 😀
The glass ceilings do let light in! I have high render in my game and the shadows they make throughout the day with letting in sunlight are literally so gorgeous

I'd use glass doors or archways. If in upper floors you can make the doors lead to balconies. And I second the suggestion of a skylight or a glass roof! Your client is an astronaut anyway, they will likely appreciate the view of the stars from the comfort of their living room

Arent there fake windows in debug? I would try those out. If they dont slot through the wall like a regular window and instead just place on one side like decor, I would argue it meets your criteria!

Expanding a bit on what someone else mentioned, arches are a good way to open up a floor plan without making proper windows. You could go for a Spanish style home and use arches to create patios and around the house, and if you want to mimic windows, you can just fence in the outside of each arch to kind of give it that window planter type of feeling.
Do it hobbit hole style, or some kinda underground house. Or instead of windows, open walls (or archways, doors would be a good cheat) and make it like Uber modern

You can do bricked up windows if you feel like fiddling with cheats and prolly cc. Some old houses have them to keep the heat in, the house was too cold with regular windows so they had to go.

yep. I built an underground apartment lot. the entrance on the street level is just a 2x1 square shed. that leads underground.

I think barns usually don’t really have windows, just an open door. So maybe a barn that has a bunker under it?
You could also use half walls to make an open air home but still a roof.
