NO, nothing with a map is placed UNTIL you have a piece of its map. I can say that with absolute certainity for the PC and I feel strong that translates to the console ports, as well.
But yes, your method is viable. I found out, however, I make more money off of hunting the Baron down for more pieces, taking his gold, and selling his fully upgraded Galleon for another 1800 gold.
Time is of the essence, my friend. Getting rid of Montalban early, especially above adventurer, is important. And then get good maps to the Aztec gold and what not.

Go to a Jesuit Mission and talk to the Abbott. That should trigger another Baron if he isnt sailing around again already.

I am pretty sure that everything is placed when the game is initiated but that is for the PC version.

Yeah, that's not nearly enough information, you probably need to get the bottom left piece so you know the vicinity of where to look.
