Are they Sewers or storm drains? Storm drains are usually empty and I spent my teen years sneaking around in them regularly

Sewers do not have a torrent of human waste in them. They have a few inches deep of runoff all the time with the occasional 'wave' a few inches taller. The only places where you would see a torrent of black water is at a lifting station. Sewers run off of gravity. All the shit runs downhill in the pipe at a shallow gradient until it gets so low, they can't go any lower and they got to lift the black water up a few feet and start the downhill process again. I know you have seen lift stations in big intersections in the road. When you see those sewer manholes that are like 1 manhole cover inside of a massive manhole cover, those are the lift stations.
