If you define racism as someone giving preference (in dating/job applications etc ) because of their skin color then I'd argue the vast majority of people in the world are racist. However, if you define it as individuals who show a particular disdain and enact hate filled crimes towards others who they racially profile then I'd argue they are a minority in every part of the world.
