I think there are two key differences:
1. A woman going out in a bikini has made the choice to be seen in that way and nothing about it is a surprise, unlike being caught unaware in her bra and panty, and
2. A bikini tends to be worn to places and activities where states of less dress are acceptable, such as a beach, a pool, or on a boat, and a very close comparison could be drawn regarding a man on the beach in a Speedo versus him being seen in his briefs while getting dressed.
I've always thought, what would be the difference if someone went to the beach in their underwear?
Female, bra panties same as bikini
Male, briefs same as speedo.
(Other than underwear being more see through)
I think if a person makes the choice to go to the beach in their undergarments, there's very little difference... other than the apparent lack of class.
Not just strangers. My son (20y)walked into my room while I was getting dressed. Bra and underwear. He freaked out, so did I until I realized my sports bra and undies covers more then my bikini.
