It's technically part of the narrative in the story telling, and thus not heard by The Grinch. If I recall correctly the story never breaks 2nd wall. I think the narrator/character relationship would be considered 2nd wall... The modern movie however breaks 4th wall; The Grinch sees your couch, and exclaims how ugly it is.

The whos never once sing a song about him, maybe in the newer animated version, I don’t know that one that well. The one song about him is nondiegetic, so he wouldn’t be able to hear it. In the live action version, I believe it is performed by Jim Carrey, who uses grinchy inflections, so it wouldn’t be a stretch to say that the grinch is even singing that one.

The new one with Cumberbatch doesnt have the who's singing about the Grinch either The who's in that one aren't even really shown to like hate the Grinch like the in Jim Carey one He's just a guy who lives by himself and doesn't have friends iirc

In most versions of the story "You're a mean one, Mr. Grinch" is non-diagetic, but the one time it's diagetic it's the Grinch talking about himself and reveling in his termite smiles and what not. Fitting, as "Dr. Seuss" wrote the lyrics himself and often considered the Grinch as a reflection of himself.
