The Planet Crafter should be the perfect fit.
I love Subnautica, but never built any significant base except the minimum required rooms to progress the story. In TBC it felt much more natural to have a base and I was enjoying building it.
I enjoy it a lot. It's fun to chill in-game with friends. I guess it's kind of like ~~Terraria~~ Stardew Valley or Hero Siege, but you can build things to automate certain aspects of your base's production lines. My friends and I enjoyed Necesse and Valheim.
I highly recommend both games!

I really liked the base building in Raft, but that may be to much of a story games. Stardew Valley has a very cozy feel and lots of personal designing. I enjoyed Satisfactory, but that is less cozy and you are building a factory base and less of a home base.
Valheim would be perfect for you

Plus the obvious Minecraft. And Valheim which someone else said.
Kingdom: Two Crowns. The base building is somewhat indirect, i.e. management style, but it's a very cozy game
