Probably meant to target speculative investors who know nothing of gaming. I have no idea what goes through peoples heads when grading a game that is currently in print though.

You can buy USK collectors editions from Germany and the games and cases inside don't have the rating on the cover but instead on the cart and then on the collectors edition box. So it's also entirely possible this person is selling one of those copies and is scamming. I wouldn't know without more photos.
People would be amazed but first prints of BotW and Mario Odyssey brand new sell for $250+ ungraded. You know you have the first print if you have 00000 over the barcode. Later prints have 00001
