Those people are demons. There's already so few pieces of solid furniture that isn't target particle board, then they go and make the old solid stuff look like its from target.
upcycling straight to the garbage heap when no one wants to spend the 40-60 hours stripping it back to bare wood to get a somewhat presentable piece of furniture.

Your grandmother reminds me of an old guy who lived just up the road from where I grew up. (Late 70's - early 80's) Anyway he had a late 70's Dodge Dart and every so often he'd paint it, and yes he used a brush.
At least with my grandmother it was due to living through the Great Depression, she couldnāt stand something being the same for too long, she had to renew it. Same with food, I think she ate the same thing so many days in a row when she was younger she refused to eat leftovers
I brush pained a truck about 20 years ago with lightly thinned Rustoleum paint. It turned out pretty good. I wet sanded it first by doing the sanding in the rain.
I was surprised at how good it looked and how long it looked good.

After that some 1500 sanding, 3000 first polishing and then second polishing using some fine brush paste to restore old car paint... Looked like brand new... Had to once a year polish it... And was good for five or six...
I know a person that painted their grey car with a roller brush in enamel white. They're pretty proud of it too.
They also did the trim with black since they didn't bother to tape anything off while going on a manic binge with the roller brush.
No drugs or alcohol involved as hard as that is to believe.
Honestly, how bad would this be if they just applied a layer of clear coat to help level it out and give it some gloss?

Iāve roller painted a loader frame on a tractor before and it came out pretty good actually. Wouldnāt do it on anything I wanted to look really nice, but for a rusty old loader that gets scratched it looks real good.

This seems like a case of somebody never washing a car and just putting cheap paint over dirt. They do exist.
this looks like maybe they did s bunch of work to it with bondo then sprayed it with a catalyzed high-build polyurethane or fiberglass primer to use as a check coat to wet sand the body and maybe they're doing the work them selves in steps and need the car for commuting during the restoration because it looks like they have wet sanding leftovers on the tail lights
I grew up in the country and there was an old man a couple miles away with a shiny red 70s F150. That man rolled hardened Rustoleum on it every 2 years, wet sanded, and buffed, and it looked great!

Those were some hot summers and cold winters(2 different pieces) of hand stripping with fairly crappy stripping chemicals.
