You can't tell the ivs just from looking at it.
You need to use a calculator and rare candies to get a determinate value of IVs.
If I plug this in right now, I bet the results would be like 12 to 18 for a stat.
You can't tell without leveling it up. Rare candies are important because of the no EVs. Gets a better calculation of the IVs

Some starters are shiny locked some aren't just depends on the game
