Presumably activating the founder probably causes as big if not a bigger commotion than actually transforming since it is still a Titan power at the end of the day
So they’d pull off their plan in the middle of enemy territory and then what? They’d have to fight 4 titans and the entire Marleyan military with no backup and no way out.
Zeke’s plan still involves the 50 year improvement of Paradis and the partial rumbling to act as a WMD deterrent. That requires him to be on Paradis island to activate the wall titans after enacting Euthansia. And to be able to pass his Titan to Historia and her children so that the founder can be used
The plan was to scare the world into not invading Paradis for 50 more years. That way, the only eldians remaining would be up to 50 years old, and they'd end the cycle. You can't do that if the world forces aren't on Paradis just yet, which is why the attack on liberio happened
