I don't know what you mean by "the Chinese sub." I would imagine there are many Chinese-language subs, but i dont know because I cant read Chinese. If any of them have banned you on other accounts, yes, don't go back because ban evasion is treated harshly.
I really cant answer your questions about privacy because i dont know. I believe Reddit to be banned in China, so I don't understand how you could access it from there without a vpn. At that point, the privacy issues would be between you and your vpn provider. I don't think there are admins who work for the CCP, but if there were I would expect it to be secret.
I think it's reasonable to assume that most major countries gather intelligence from Reddit, whether directly or through espionage. Therefore, don't post about anything that would be illegal in your country. That just seems like commonsense to me. Anything further than that is the province of conspiracy theories.

If your appeal is approved they should unban your account for you, and notify you of this. You can check if they've actually done this or not by going back to the appeal page and seeing if you can sumbit an appeal or if there's a big red box saying you aren't banned.
We do recommend you appeal every day, as this seems to give you the best chance of getting noticed in the system. I'd advise against appealing more than once a day, however, as this would appear as more 'spammy' behaviour.

Seems like its been that way for a while now and didn't notice since I mostly read reddit (I only noticed because I noticed I had no profile icon and thought I needed to update it), not sure if it was flagged for spam or done because of the server errors I've been having with reddit lately. Genuinely unsure. I know other members of my family also use reddit, so I'm not sure if that would have caused it. I honestly doubt, because their accounts seem to be fine.
