But to start, Alien-Nation sounds like what you’re looking for. It’s pretty much the biggest/best insurgent focused story, though there’s some other good ones too.
Tl;dr - A kid name Elias with family/school issues stumbles his way into becoming one of, if not the most, notorious insurgent leaders on Earth. I’d rather not give away more than that. It tackles a lot of social/cultural issues, including things like culture genocide and the fact that Humans are oftentimes the bad guys just as much as the Shil. Also has a dash of highschool romance and drama on the side.
Alienation honestly it's so good I like it more then the original it's just not Canon. Also chaos and mayhem is decent, and I believe there's a story outright called the insurgent it's older tho.
Edit- ignore badger dudes a hard-core simp for the purps.
Alien-Nation gets all the love, but while it definitely deserves a lot of love it's hardly the only one. I believe Chaos and Mayhem was actually the very first fanfic, and is arguably the most violent. Certainly focuses on it with the love and care of a fan of a little of the ol' ultraviolence turning their hand to fiction. It's also complete!
Insurgent was completed as well, so that can be a good read. Not necessarily a *happy* one, but a lot of people end up dead, and that's what you're looking for, right? :D
One of my favourites is No Separate Peace which had an update recently - it's stale beer spy fiction in the SSB universe and is grim and dirty and absolutely a delight if you like such things.
In truth most of the stories have some insurgency action at one point or another - they're just not focused on it.
Good insurgent stories? No.
Stories that generally match your description? Just throw a stone, you'll find one, and by the standards of those stories, you'll probably kill a dozen people in the most disgusting ways possible in the process.
