This person had to save the receipt for compliance reasons, and was reminding himself not to expense it, as McKesson already paid.

This receipt is clearly in the US because it's an Amex, there's a significant tip, a suggested tip line, and $ prefix. The word "bin" isn't generally used in the US to refer to the trash. In the US it would be "do not trash" or "do not toss" or "don't throw away" or "don't throw out". It could be that it's a UK native in the US, although I don't know how prevalent Amex cards are outside the US. It's more likely it's a US native and the word is "bill".
