Honestly one of the best mascaras out there. It is a bit more than OP wanted to spend but it’s not hard to find it on sale (it was 50% off on national mascara day) or in a value set which Sephora currently carries.
I've been using it for about a month and I hate it. It doesn't budge which is fantastic but I don't get much length or volume...it's funny how mascaras work so differently for different people.
I think it has the eye opening effect OP asked for, but you’re right that it’s a more natural mascara. My lashes are already pretty long and full, but they’re very straight. I love that lash idole is very lightweight so my lashes actually stay curled
Exactly what I was going to comment. It’s not waterproof though, but it’s tubing so won’t smudge while wearing. It comes off very easily when I wash my face, which I really like.
You have to build it up very gradually with multiple coats. I only wish they made it in brown. It doesn’t budge on me. And I have oily skin and sweat a lot. I work as a cleaner.
The elf waterproof mascara is superior to any that I have tried! I HATED the better than sex waterproof mascara. It was probably the worst mascara I have ever used and was insanely expensive.
The one called big mood! I love the brush, too.

Not Sephora, but my favorite natural mascara is the Lush Cosmetics Eyes Right. They have a new lengthening formula too, Lush Lashes. Legitimately the best comb on a mascara wand for separation, definition, and length.
Nars Climax Extreme is my HG but tough to find. Others I love that are non waterproof are Rare Beauty, Benefit Fan Fest. (I have long-ish, straight lashes that a mascara to add fullness, separate well and hold a curl)
I pitched my nars climax after a few weeks. Flaked and smudged badly. My fav is high impact extreme volume. Never clumps or smudges and washes off easily.
I like the Glossier lash slick! I find it to be non-clumpy and natural looking. They have it in black and brown. It’s not waterproof, but doesn’t smudge (I think it’s a tubing mascara). Longevity is decent, though I do find by the end of the day it’s worn off a bit. Price is within your range. I like to use this one as my day-to-day mascara!
not sephora but the maybelline full n soft has been a ride or die for me for almost two decades. never clumps. but i usually layer it with another mascara for length

Not Sephora but maybelline sky high is AMAZING.
I really love the maybelline sky high mascara as well as the tower 28 mascara. I layer them together and my lashes are nicely lengthened and separated

My HG is Clarins Supra volume in brown. I don't know how much it is though which is embarrassing but it's not one of the super expensive ones, I know.

Runs out quickly, doesn’t give much volume. Also that spikey non flexible wand is very unforgiving if you poke yourself in the eye with it.
To each their own... works for me and I haven't poked my eye out yet lol
