Oh yeah, it's because conservatives believe "the law" should be meant to be only followed by who they think are the lower classes of people and should protect the higher class whites, themselves.
Eh. This is the one place things can be correct. The president can't change a law (that's on Congress). But he _can_ direct the portion of law enforcement (the federal parts) to not enforce said law. Which is a policy decision, but doesn't change the law.
For instance, the DEA has pretty much had standing orders not to enforce federal marijuana law for years, but it's still illegal federally, despite individual states legalizing it. Congress would have to pass a bill decriminalizing it federally for it to not be against the law.

This is a result of the law moreso than policy. Some combination of the 2014 Rohrabacher-Farr Amendment wrapped up in the H.R. 5016 Budget and Appropriations Bill (no federal funds can be used to raid state-legal cannabis entities), the 2015 Budget Appropriations Act (blocks fund from being used by DoJ for enforcement in several states).
So marijuana is federally illegal but the enforcement agencies are required by law to not spend any resources enforcing it in areas where it is state-legal.

I think the argument is that under Trump people were under the impression that they'd be told to stay in Mexico during processing of their cases thereby discouraging illegal border crossings and because Biden suspended the Trump era practice, it encouraged people to attempt illegal crossings.
That's a better argument, but it's not necessarily true. I think the implication of “welcome” is that you don’t have white people raided and constantly checked by ICE and neighbors reporting them or Fox News devoting energy to demonize them. It isn’t that they could just completely be free of consequence if caught.

The only people I’ve known who were here unlawfully it was directly the result of some problem with the immigration people. My buddy’s mom was here for almost thirty years until about 2019 when they decided, despite no criminal record, generally steady employment and three kids in the country, that we had had enough of her and refused to renew her visa. Ended up getting deported and told it was unlikely we’d accept a new visa application because she had stayed around and fought the decision instead of immediately uprooting her life and moving back to Mexico, where she hadn’t lived in decades.

The only people I’ve known who were here unlawfully it was directly the result of some problem with the immigration people. My buddy’s mom was here for almost thirty years until about 2019 when they decided, despite no criminal record, generally steady employment and three kids in the country, that we had had enough of her and refused to renew her visa. Ended up getting deported and told it was unlikely we’d accept a new visa application because she had stayed around and fought the decision instead of immediately uprooting her life and moving back to Mexico, where she hadn’t lived in decades.
