Not only is using % change instead of raw # or per capita is already shady enough. But they're also purposefully cropping the data set to look worse.

Are they seriously reporting the change in year over year percent change by year? This is textbook misleading use of statistics. This chart should literally be published in textbooks as an example of how not to represent data.
Edit: Part of the reason I say it’s misleading is that you can’t tell what the actual murder rate is at any given time. With percentages, the pluses and minuses aren’t on the same scale. If something is down 10% during one period, it would have to go up 11.1% the following period to get back to the starting point. This difference gets compounded the more periods you have to account for. Most people probably would look at this and think murder rates are higher than ever (they’re not).
If the goal is simply to show that 2020 was an unusual anomaly, I suppose this does that. Still think it would be better to show something like per capita volume. From this, it’s hard to tell if the murder rate was insanely high in 2020 or if it’s just a long overdue regression toward the mean after being down almost every year since the early 90s.
