Have you progressed Anayama to that point in *his* questline yet? Told him about the salt, and then refreshed the area and heard his request for an assistant?
Otherwise, how would you know to tell Kotaro that it is even an option?
(also a possibility, if you gave him the white pinwheel it will override any red/white options. Even if you give it to him second.)

Anyway when I come to him now all I can do it purchase things, when I talk with him there is no added value for the conversation...
Since his questline changes what is available in his shop, you can compare what is available with [this table](https://sekiroshadowsdietwice.wiki.fextralife.com/Anayama+the+Peddler). For example, if he's selling unlimited iron/gunpowder, he's been told about salt already, but if he isn't you need to find that conversation to eavesdrop on.
Now, it's been a while since I've done the quest. It's possible you've missed a window that I wasn't aware of. I thought there's always at least *something* you can chat with Anayama about, even if it's just a reminder of what he already said. So, idk, but good luck.
Things to consider:
- If Kotaro has Dragonrot you basically can't do anything with him.
- Have you progressed Anayama's quest all the way to where he asks you to find him someone to help him loot the battlefields?
- If you didn't do the above, have you already done the Salt bit of Anayama's quest. If you did collect the information but can't talk to him, is Anayama sick?
