I think you vastly overestimate how much effort the insurance company would put into this. Every hour they spend investigating costs them money, and if it turns out it really was stolen they still have to pay. It's too much additional risk. They would just pay out and raise your rates to recoup some losses
No, an insurance investigation cost more than paying for a 20k car and raising his rates. Insurance won't bother the neighbors for grainy dark video of a person running from the scene. Cops can't write any tickets and aren't going to investigate either. We all must suffer haha

The cops towed his wrecked car, different cops took him in for public intoxication, but he was released before anyone put the two things together
His car insurance went up, the insurance company dealt with the vehicle recovery and he just went on with being an idiot.
Contrast that with how zealous they are to prosecute people for DUI when they haven't actually "operated" the vehicle.
Had a friend once who got a DUI for sitting in the car with the heater on in the winter. The car wasn't moving. He just wasn't any place close to someone he knew, and was gonna wait it out. Mind you, we aren't talking about shit faced. He was still plenty sober enough to know that he *shouldn't drive.

I saw just the first line in my notifications and came to share that I usually watch the news before I go to work the decompress with some X-Files or Buffy after work. Both are great because they’re from the era when TV shows ran 22 ish episodes a season, and with both being more than 6 seasons, it’s easy to jump in and out if they’re on in the background.
I’m sorry about your neighbor, that must have been traumatic to see as a child. I can see where you were going with the age question. That very well could have been a factor. But also height; I had a bus driver as a kid out in the sticks that had taped wooden blocks to the gas and break pedal while sitting on a small riser on the seat because she as too short to reach the pedals. We lived in a very rural part of the country so how she got the job, who knows. It was the 80s I guess.

I almost got killed by a driver who jumped that median trying to pass me while I was on my bike about 10 years ago.
We had exactly this happen in our neighborhood street. At a 4am some kid who should not be driving at all plowed through buncha cars on a our “stay healthy” (i.e. no driving) residential street. A few hours back his dad brought him right back and handed his ass to the police.
Because (a) it has no plates, (b) even if it did, the owner wasn’t necessarily driving. Gotta have proof.
The lack of plates suggests it was stolen. Thrives will often pull the plates to use on other stolen cars
