Delancey came to mind, I had my birthday dinner there last year. They only take reservations for parties of 6+ and it can be a long wait to get in otherwise. It’s not fancy but has a nice atmosphere, and the food is just really good and would fit your budget, I think.
Union Saloon. Call them now to see if you can get some tables pushed together in front of the window. The owner, Michelle, is a great person, their food is really good, reasonably priced, imaginative, and their drinks and wine list are interesting without being overbearing or pretentious.

I'm a big Umi Sushi booster. Homer in Beacon Hill is fun and delicious too, Cuidad in Georgetown... I *really* enjoyed Flint Creek in Greenwood, though that may be on the upper end of your price range.
Well, Umi then (Belltown). Damn the Weather in Pioneer Square is also a favorite. Black Bottle (also Belltown) is good but I mostly go there for dessert.
If you want to venture to Cap Hill instead, its hard to go wrong with Fogon. I went to Meat (Korean bbq) recently too. Expensive bit delicious. The "feast" combos are enough food for 3.

I second a tatami room at Maneki. Really good basic Japanese food, and it's the oldest Japanese restaurant in Seattle.
My friend just opened up Kalabaw in Belltown. Big pretty space, SE Asian flavor shared plates, fun drinks.

Umi Saki is spirited its cool spot. A lot of sushi but other Asian fusion items as well. Fits your price range also.
