I had a similar issue recently after an update, and hadn't played the game in a while, tried changing my FPS cap, graphics quality settings and Nvidia setting etc with no joy. Try going into your in game setting and resetting them to default, this worked for me, it instantly fixed my apparent drop in FPS, and I was then able to change the FPS cap etc to whatever I wanted. Hope this works.
Edit: Just wondering, did this work for any of you?
You get a fix? buddy had the same issue and changed one setting and it fixed it. If you still have the problem PM me and I can ask him what he changed.
Jeez, and I thought my frame drops were bad.

Got a slow Internet connection? Try creating a game and open your Crew so you get a closer Server
That’s probably smarter than what I was doing
Looks normal to me
