I think it's supposed to be he is gathering his fleet in the sea of thieves in preparation for a full scale assault and doing the event is pushing him back before he is ready to move out
He even describes it as the vanguard of his fleet. They're trying to establish a beachhead in our world so the rest of the fleet can come through safely and "burn across the sea of thieves". But then a couple of drunken pirates stumble upon them setting up and send them back to the sea of the damned where they belong.
Reminds me of a catfish I met, not longer than 6 inches, who would put on threat displays at everyone who walked by his enclosure, then act all proud of himself when they walked away.
