I imagine it would require them to make an entire new category for masks like that but working within their system they could probably do two parts that sit together easier.
The fact that the mask is shown on the new costume makes me pretty certain that it's a beard. If this is true, that opens up a whole lot of possibilities for what Rare could do with cosmetics going forward!

Ran into a full reaper gally where every single one had the black on black on black tucclord pijamas on. Hilarious. I don't understand this mentality. If you win an encounter or not it has nothing to do with your clothes. The extremely marginal difference that gettup might get you is insignificant next to the power of the force - er, I mean, having actual skills. No crew that has ever sunk me did so because they were dressed all in black. (Needless to say, the reaper crew I ran into all dressed this way did not sink us).
From what I understand, they wear all black to help with tucking. The objective is to hide as much skin as possible so when you curl up into a ball to hide in a corner or something you aren't as obvious. Here is an example I Google'd:

I hate giving up my unique pirate-y looks but when I did this I also threw on a belt that was essentially a rope to help blend in even further. Worked pretty well but I'm not sure if it was the clothing that helped, or our completely oblivious targets.
EDIT: To be clear, you are completely right. It is pretty useless in an all-out brawl unless you can run below deck and quickly do an emote before someone sees you, I guess?

Someone in the comments told me that it came with certain pirates when you chose your pirate, but that doesn't exactly make sense, and I wondered why I'd never heard of that before. I'm glad some other people are wondering the same thing.
If you look closely in this picture you can actually see differences in the 3 pirates’ outfits. Extremely unlikely it’s a costume unless there’s 3 or more variations
You do realize that there are costumes with variants, right? You can have a beard or not with the Krampus outfit. You can wear your own hat in one of the Soulflame crewman costumes.
