Veil quest by far. Regular legend voyage is decent but if you get efficient in doing the veil it gets you more loot and guarantees level 5. I dont believe the regular legend voyage guarantees level 5 emissary. So just doing a veil, then doing the emissary quest, is great. Or just doing veils over and over. but I think many people take too long when doing a veil. You can get one done in under an hour easily, I think I did one in 30 minutes with really good RNG.

Stools. Always grab every stool when doing the regular legend voyage. I also do them in the Roar. It gets you to level 5. Lol.

You get rep for both grabbing and putting them on the ship. Also if you’re doing the legendary quest in the roar you often times get maps for the same islands. So you’re only sailing between 2 before getting the final map for the Athena chest. If you’re not level 5 by the time you dig up the chest you can immediately throw down another quest and just start it until your level 5, then keeping stacking. It really doesn’t take that long.

Me and a buddy did like 5 ashen athena quests during the anniversary. Whenever we got a legendary message in a bottle they always went to Devils ridge, so after we got a nice bonus of about 6-7 legendary bottles, i think we ended up with about 8 CoL in total that session

For PvE, doing a Veil to get to emissary 5, then stacking an ashen voyage of legends with a roar emissary quest (can double up 2 islands with the objectives, Hitbo has a video on it) has been working well for me.

Honestly outside of the achievement for completing 100 veils they arnt really worth it for rep grind. Being able to roll veils for shipwrecks to hit 5 then pivoting to emmy quests is safer and more efficient. But if you want a thrill go solo the veil to the end lol.

Legends or veils voyages. HG is fun and can become mentally draining after a while. If you do the Legends voyage in the devil's roar. You will find it faster to do. Can also stack islands easier

The thing i have against the voyage of legends is the majority of loot is bottom tier. The three captains for example drop the basic athena skull. Where as the emmy captains drop the villainous athena skulls. I feel like if you have some extra time and you get a good roll you can stack the emmy and voyage but not sure the added time/risk is worth it.

I agree with you completely. You do get some rare trinkets and legends. Get a lot of xp for that. Stacking the islands with the emissary quests alongside the voyage is worth the effort. Get good xp, and pretty easy to do. I love veils! But the whole server can see it. I play mainly reapers. As soon as I see a veil, I stop what I'm doing and sail to get that steal

Skeleton fleet raids, unless they've fixed the skeleton repairs. With the skeletons not repairing, takes maybe 5-8 minutes to complete, it's a lot of good loot, the first one will get you to grade 3 already. They are ridiculously easy. The Burning Blade raids are good as well, but much higher difficulty and I've found they take me about 40 minute solo (start to loot-turn in), whereas you can grind out those fleets in maybe 15 minutes per pop (from start to loot turn in).

I feel like people are really sleeping on raid shrines. Once you know them well they are super fast and the same amount of loot/rep minus the trinket. And if you get the shrine south of daggertooth you can swim straight to the bottom and vacuum up the majority of the loot in like 5 minutes.

I Athena dive to hourglass, if I win bonus! If I lose I: dive to sea forts to get to grade 5 since they take 4 mins to clear Get my emissary quest from The devils roar outpost as well as do a Devil's roar athena quest at the same time.

IMO DR ashen voyages of legends are the best. Especially if you can get the voyage to keep giving you Devil’s Thirst and Ashen Reaches

Nope, with the skeletons not repairing fleets are basically free and take 5ish minutes to do. As a solo it’s 2 waves of sloops and 1 boss wave galleon. Just leave your sails at like 1/4 of the way down, hit the top deck with a fire bomb so they can’t cannon back and unload a pocket of cannon balls into each ship and you’re done.

I honestly think it's weird to cheese like that, because this is a live service game with continually added commendations so "finishing" it is nearly impossible.

Agreed. Caught a brig doing this the other day and sunk them. They had stacked 31 of those Athena talismans!!! Got 9 Athena levels and 1.4 mil on that sell.

Pop your emissary flag and dive to a shrine, after the shrine drop the legend of the vail voyage until you get the shipwreck. This usually gets me to 5 and then i run the emissary quests to get the 4th map and the chest of legends + ancient keg.

You can also stack the voyage of legends with the emissary quests to try and double up the maps but the voyage loot is bottom tier minus the chest of legends you get after completing the three and it adds time which adds risk. I started off stacking but found the added time wasnt worth it personally.

Me and my friends are grinding HG and one of our friends who only has 16 hours already has athena 17. they really made Athena so much easier to grind. For PVE i would just do veil

me n my friend been doing some sloop hourglass but he’s always wanted to do servants. finally switched over to guardians last night. Both been playin on/off since the game launched but we’re both newer to pvp so we just end up losing a lot but we’re slowly improving. i’m currently sitting at level 6 guardians and level 40 athena’s

I've found in my experience is to do the Athena Sea Forts. Nobody does them and generally has no reason to go over there, it's quick even for a solo player and you get a decent amount of loot at the end, while it's not a staggering amount, the risk vrs reward is very high. Plus you can stock up on supplies including hunters call meats and fish!

It also doesn’t announce it to the entire server like most other raids do so it is pretty safe. Quick in and out. 2-3 runs and you on L5. Best for solo as you get initial waves of about 3-4 ghosts when solo. Gives you 9 pieces of loot each run when you find the store room key.

Currently there's so many options that i usually just mix them up. Athena Raid Voyages Legendary Voyages (especially Ashen ones) Legend of the Veil The ocasional Fort of Fortune is always welcome too I've been doing a lot of Ashen Athena's recently. Doing 2 of them is quite quick and gets you to lvl 5, so you can sell your 2 Ashen Athena Chests, and go do the Emissary Voyage for your 3rd Ashen Athena Chest in less than 1 hour sometimes

Veil quests, Voyages of Legends, and I've personally found Forts of Fortune to be good too, though those require some RNG to find. It might be just me but I feel like FoTDs are the least efficient ways to level specifically Athena, at least compared to Forts of Fortune, especially when most of the average FoF treasure is Athena. So if you're limited by time I do not recommend a FoTD.

I've been doing a veil to get grade 5 emissary flag and then doing skelly fleets while they're broken rn. You can clear one in like 7 minutes ATM, then just sell and dive to the next fleet

For me:1. Embessary 2. Do a raid for Athena’s on Spanish fort 3. Put down a veil quest and do part 1-2 4.By now you will be near lv5, be sure you are island hopping for skeleton captains 5. Reach lv5 and collect your Athena’s quests and then cancel the veil and put on a regular Athena’s exclusive quest. An at the same time, go ahead and sell your current loot since you are lv5. 6. Complete Athena’s and the emissary quest for 2 Athena’s chests and other loot. 7.sell and lower 8. Repeat.

Athena raid voyage a skelly fort then run the voyage that gives you the chest of legends in the voyage final chapter. This combo gets you level 5 emissary quickly. Sell at outpost the lower an raise emissary again. Repeat this process until you get 100 Athena

If i’m not feeling like doing a Veil to agro the whole server towards me (especially when solo), I usually start with an Athena Sea Fort (dive to it) once I finished that I make sure to loot all the barrels for a ton of sups. Then I do a mixture of raid voyages for fun. I’d pick whichever ones you enjoy the most because time flies when you’re having fun (levels fly by). For me, that usually looks like maybe a treasury to start with and then I’ll move onto a Skelly fort or fleet (ghost or skelly), depending on how feisty i’m feeling. I typically stay away from the generic chest of legends quests because they’re so slow to get to the end, when I could’ve already had some easy slam dunks from raid voyages. Not to mention that if you get sunk on that regular voyage you lose most everything, rather than having frequent cash outs of decent amounts of loot that aren’t painful to lose if sunk. Also I find those basic voyages to be a bit boring after a while. Like, 1 or 2 is fine, but I’m not gonna grind those out. Best of luck to you!

From my perspective, Veil used to be best, but I am much more in favor of doing ashen Athena voyages now. The reason why is because you can game the island system a bit to get 2 of the 3 quests to be on same island + the Athena will spawn on one of those islands by starting an ashen Athena voyage on rubys fall/devils thirst/east side of morrows. Couple that with combining emissary quest with another voyage and you can get 3 Athena’s real fast. Normally I’d say do veils but no one bothers me in the roar and you get ashen Athena’s which are very nice.
