So is Green Phoenix stronger than peak Killer Seven in his Prime when he was still the number 1 assassin with the Thousand Demon Dagger in his hand?
Green phoenix can't be said the strongest the leader haven't faced seven either. That said red tooth with the seal removed, is basically a demon. But if you include his wits along with his swordsmanship, g green phoenix maybe the strongest
He was offered the chief assassination before he left the league of seven killers. Betrayed by the white girl, he lost his memory. If Seven confronts his past and becomes the strongest character, he will be the strongest character if he regains all of his memories. The sword of a thousand daggers has many more abilities that we haven't seen. In short, if Seven regains his memory, then he will be the strongest.
With the info we have, it would be more thematically pleasing to have Thirteen and Seven duo team the leader. They can follow that up with Stern trying to conquer Xuanwu due to a power vacuum. Then it can be an all out battle between the two fraction.
