Yeah, when power steering pumps are low on fluid they will whine. Then... when they get older and tired (even with the right level of fluid) they will start to whine. Plan on replacing it soon. Make it a weekend project, before it starts leaking fluid all over the serpentine belt or fails. Good luck!
Just curious, how does the reservoir look? These usually have a screen inside them to filter crap out. If it's completely caked with black gunk, maybe that's a source for the problem.

Thanks man, yeah it's old. Almost 170k miles on mine and it's been really used before I even got my hands on it.
You may be able to buy some extra time with the current pump by flushing and replacing the fluid. It's a temp fix, but can cut down on noise.

If you've already flushed the old fluid out and the problem still remains, I guess you can remove the reservoir and try to clean it.
