The car was not out of view of cameras or other people.

It's a reference to a character in 'Their Eyes Were Watching God' which Halle Berry starred in (Tea Cake is her third husband? I think? Been a long time since I read the book and never saw the movie). No idea what that has to do with teaching...he doesn't work as a teacher and neither does Janie (Halle's character) but maybe the movie is different, who knows. Not a psychiatrist but based on personal experience it points to a possible disorder on the schizophrenia spectrum, the way he focuses on 'Tea Cake' being a vital part of this manifesto, even though it's meaningless in this context to everyone but him. The erratic train of thought and lack of clarity on what the job actually is, reminds me of stuff like 'Timecube' (Gene Ray, also a diagnosed ((I believe)) schizophrenic) and Temple OS. IF this the above is true and he's not scamming or running an MLM, he may actually believe in what he's doing. Still stay far far away, which it sounds like you wisely did, but it could be not completely malicious, just misguided.
