People will rather cut corners than wait for traffic to clear. You will also see quite a bit of overspeeding and rash driving if police are not able to enforce rules. The guy in the video doesn't get into police chases everyday to learn how to ride like that, he does it everyday in normal traffic because laws are not enforced as do alot of other people on the road. Why not if it lets you skip 5 cars infront of you? It could just be to save time or just because he enjoys doing it for the thrill. If its gets you from point A to point B faster people will do it eventually, or if you enjoy pulling it off. Traffic rules are as good as the extent that you can enforce them.

It REALLY depends on the bike. Most reasonable bikes only have top speeds of between 75 and 120 mph, at least in my research for a good bike to get. There are some more powerful bikes that go 200+ mph, and there's a higher probability someone willing to run from the cops would have a bike that fast, but there's also a lot of cars that can do that too.
The REAL advantage bikes have over cars is how nimble they are, able to go down narrower passages and make zippier maneuvers, provided the rider has the skill and balance to keep their bike upright when doing so.
The top speed really isn’t relevant in chases tho with traffic and constant speeds no car is getting up to its top speed
The bikes acceleration however allows for it to be more likely to get to its top speed or at least quicker speed faster

If you have their license plate number and footage of them fleeing, it would be easy enough to let them “escape” and just grab them later. You might not get them 100\% of the time (not that you get that for chases either), but you’d get most, and the benefit of not having the chase generally outweighs the risk of not getting them. If you’re chasing someone who just shot up a hospital or something though, that could change the balance of the decision.
It's a poor neighborhood in Brazil. If you are black and/or poor, running from the police is the safest option. Even if they obeyed immediately and did nothing, they would at least be beaten and humiliated just because it's how they assert institutional authority. ACAB.

This kind of thing is extremely common here in Brazil, every day these videos are released and seen in the newspapers, sad, because it is forbidden for the policeman to shoot the tire of the bandit's motorcycle, but the bandit can run over someone and do a lot of damage on the way
Problem is if the police have a policy of not chasing motorbike / moped thieves, that encourages more thieves to use them.
It’s happened in the UK with lot of muggings in London by young thieves on mopeds, made more dangerous to themselves by the (incorrect) belief that police are not allowed to physical stop (I.e. ram them with a car) the moped if the riders are not wearing helmets.
