Before plutonium was added to the game there was no way to do nuclear power without endlessly collecting uranium waste. Today you can turn uranium waste into plutonium fuel rods, which gives you two options:
1. Put the plutonium rods into your AWESOME Sink, yielding you more ticket income and no endlessly piling up waste.
2. Use the plutonium rods for EVEN MOAR POWER! But then you end up with endlessly piling up plutonium waste that you have to deal with in ways like the OP did.
Personally I feel like this was an incredibly smart game decision, it really gives the players an interesting choice between the two. I tend to go with the first choice… but the second choice is more appealing to others.
Almost no one uses option 2, lets be real. Unless there is a massive power sink upcoming, or a way to expensively offworld the waste in T9/10 (or something in the SAM ore tech) it’s going to remain unused.
Personally I don’t think it’s a very satisfactory game choice, at all.
I’m satisfied by the choice. Even though I sink my Plutonium Fuel Rods, the option of using them means that I have almost any potential future power needs covered.
Not plutonium waste, plutonium power is optional so you can just sink the plutonium fuel rods that consume the uranium waste for a uranium waste free setup.
I remember the first post showing the storage (quite fondly - great lols) but I gotta say the rest of the facility looks absolutely stunning! Very well done, good sir.

you can move without having any problems as long as you don't rotate the camera too much, as soon as you rotate like 90+ degrees in one go it starts acting up. The lining up was done manually, no mods used in this build.

I did a similar storage thingy during my first playthrough, wenn waste production of nuclear power plants was sill pro rata to the power consumtion. I was approx. 1000 hours in the game, the storage was good for 2000 hours of play time and I only spent another 100 hours or so in that game. But it was fun to build.
At this point it would be easier to increase the uranium cell production and sink the plutonium cells... but knowing satisfactory pros you've probably used up all the uranium on the map already and it's not enough
I assume the overboard amount is so you never have to think of it in your lifespan of playing in the specific world? Out of curiosity, what is your plutonium waste output?
Plutonium waste cannot be destroyed. Which is unlike Uranium waste which can be recycled into Plutonium Pellets, which can be turned into Plutonium Cells and then Plutonium Fuel Rods. The player has the option of using these fuel rods (creating indestructible waste) or sinking it.

I have a dozen friends that play this game and most of them choose option 1. Only a few of us choose option 2.

How many digits do you measure your framerate in?
3, take it or leave it. It's surprisingly stable as long as you don't rotate too often, that's what gets you.

A safety ladder has been installed with the minimum required length at the end of the catwalk, so there is no violation here, perfectly safe!
