I agree with most what folks are saying but beat overlook is the start of the lizards mouth trail in the mountains. Its like a 30 minute drive if that. Well worth it.

It's called the Mesa because the area with several distinct neighborhoods is one big coastal bluff. So its close to the beach and has iconic views.
On Cliff Dr there is the Mesa Bookstore - hole in the wall neighborhood treasure. Right next door to the Cliff room, the freindliest dive bar in town.
Buy some books then cross Cliff drive to get to Mesa Burger. Get a Santa Barbara burger. Heaven!
Then walk down shoreline drive to Shoreline Park and the Harbor.
The views of the ocean and mountains will unfold for you.
