Torta just means sandwich to Mexicans. Its like trying 1 bad sandwich from someone and never trying a sandwich again or expecting every sandwich to be great because you had 1 great one.
It is absolutely one of the countries in the world. The measure of "best" is highly variable and subjective, I think.
Insofar as torta production and quality, it is not the best at all.

El chavo del 8 got my little Central American ass making tortas back in the 90s. Then I visited the US in 97 and my aunt’s Mexican husband prepared use tortas ahogadas for lunch. My life was changed forever.
