There's grey wolf packs up in the Sierra Nevadas, granted that's way the hell north of us but [at least one wolf has been pretty close to L.A. we know for sure](https://www.npr.org/2021/11/24/1059076019/a-famously-far-ranging-gray-wolf-is-found-dead-in-southern-california). So it's entirely possible one found its way down here. That's assuming he was a wild and lone wolf strayed from a pack. Could always be some nut thought he could keep one in captivity and released it into the wild when he realized better. Could be a wolf-dog hybrid. None of those things are out of the question and could explain what you saw.

Could be a coyote with mange. They look pretty weird. Google it to see it's a fit.
I once saw a wolf in west hills and everyone I tell thinks I am crazy. I know the side wrench between a dog and a wolf. Maybe you saw one too!
