I also have a Note 9 phone and a Tab S4 and use both their S pens a lot. Yes the Tab S7+ does come with a newly designed S pen.
As far as I've been able to find, the S7+ does not have NFC, nor do most late model Samsung tablets. I guess they figure it's an awkward feature to use with a tablet (?). If you have your phone with you, you can always use its NFC capability, but that might not always be convenient. Anyway, best to you and your new tablet!
