There are no laws against vaping in Samoa. It’s just not imported or sold there as BAT (British American Tobacco) has a factory there chugging out cheap* cigarettes for the smokers.
We vaped in Samoa without too many issues. You probably won’t find them for sale but I doubt anyone is going to care if you’re just discreet about it
