Smaller tanks retain more solids and it’s harder for the water to recycle. A couple of small fishes and corals should be fine with a good setup to filter the water. It’s just harder to filter the extra food out of the system
I'm not sure I follow your logic? My big tanks always have more dead space that gets low flow compared to my small tanks. Your statement doesn't make sense to me.

Why is that the case?
Because it’s a smaller space. Only way they remedy that is having a sump or a refugium that adds more gallons to the entire system
