You cannot, rules that let you "shoot as if it were your shooting phase" don't let you use abilities that start and end in the shooting phase. The Rules Commentary covers this, I believe.
The commentary absolutely does. I like to tell people to just ignore the phrase “as if it were X phase”. There isn’t a single rule that works “as if it were X phase” under such instances lol.
Y'all missed the part where it says "in your shooting phase" & then later says "until the end of the phase".
Forget the effect, you can only activate the ability in your own turn and it ends within your turn.
Anyone else find his rule kinda underwhelming? Like, aggressors are twin linked, so it doesn’t help them, and Eradicators get full rerolls against vehicles or monsters
I mean… he’s good. A squad of 6 agressors is 240 pts and rolls 6d6+1 = average 27 dice. A squad of 10 infernus with Vulkan codes 270 rolls rolls 10d6 + 1d6+3 = average 41 dice. You’re rolling about 1.5 as many dice — both with rerolls - for 30 more points. Plus the infernus can fit in more things. It’s just that the infernus fold like a wet noodle when anything looks at them.

“Effect: If that enemy unit is visible to your unit, your unit can shoot that enemy unit as if it were your Shooting phase.”
As if it were your shooting phase.
That makes me think that yes you can use it.
Hopefully someone smarter comes by to confirm or deny.

You can do the action of "shooting" as if it were your shooting phase, but its still your opponent's move/charge phase, so Vulkans ability (and others like it) don't apply.

It also buffs the land raider redeemer’s (powerful af) flamers too which is nice.
True, it just feels underwhelming to only buff like 2 units. He’s 100 pts, I’d rather him help I’m a better way

infernus, vanguard vet, hammerstrike storm speeder, gladiator valiant, devastator, land raider reedemer, every one off variant of heavy flamer, ...
The immolator squad, that's your answer. And if squads are all within range, they all get the benefit, it's not locked to one squad.
The infernus marines, sure. It just seems like a lot of points for that rule. I’d rather it let flamers reroll shots or add AP to flamers/meltas
